That mind reading thing is flawed. Just because you can read someone’s mind doesn’t mean you are fast enough to act. While in Toguro’s case, yeah he might be fast enough, but when Yusuke was fighting the guy(Can’t remember his name) it is highly doubtful that he is fast enough to ivade yusuke’s attacks.
